
Dr. Philippe Seur is well known in Pattaya for his campaign against AIDS. He works as a volunteer physician, with the help of donations, mainly from PGF (Pattaya Gay Festival), now called Pattaya Pride: Pattaya gay businesses and private persons.
A student of Saint Cyr l'Ecole and Versailles in France, Dr. Seur served his internship in the hospitals of Paris, including the children's hospital and emergency service at the Necker University Hospital. Later, he worked in Saint Malo, Brittany, Annecy and Chamonix in the French Alps, where he was also a member of the mountain rescue team.
Twenty eight years ago, he moved to Zambia, Africa, to serve the humanitarian medical volunteers, "Médecins du Monde", after having served in the French Navy.
From 1983 to 1995 Dr. Seur worked in Saudi Arabia for a construction company which employed more than 40,000 people building conference centres and palaces for Saudi Arabian royalty. Working with a team of nurses, he treated 100 - 200 patients per day.
In Saudi Arabia Dr. Philippe learnt Thai from the many Thai workers among his patients. In 1998, living from his Saudi Arabian savings, Dr. Seur began his fight against AIDS in Thailand. Initially, there was no government assistance program for HIV patients, and Dr. Seur had to rely 100% on sponsors from his network of NGOs, hospitals, concerned doctors, patients, friends and admirers in France, Germany, Switzerland, Belgium, USA, and Australia for the Anti-Retro-Virals (ARVs) drugs necessary. Structure and work of HEARTT 2000 NGO-like was set up with Thai Dr. Jureerat Bowon in Chonburi and a team of Patients with HIV Infection on treatment.
When the Pattaya gay community, businesses and private persons, Thai and Farang, became aware of Dr. Seur's work, they started to contribute. The Pattaya Gay Festival now called Pattaya Pride, for example, through its regular fund-raising parties, has donated Millions of Thai Bath to Dr Philippe Seur's HEARTT 2000 over the 10 past years : till and most of the time 250,000 THB/Month, to pay ARV drugs only for the Patients. Progressively till today fortunately, Thai Nationals have now access to free medical care with free ARVs in Universal Coverage ("NHSO" in public hospitals) or in private national insurance scheme ("SSO" in some designated private hospitals). But all ARVs are not yet included and covered free in essential drugs national list, like original Ziagen*, Reyataz*, Prezista*, ... not yet all formulations to be given free, like Videx* EC, ... not yet all related diseases to screen with HIV-AIDS. Nevertheless, Thailand is a leader in the region with the success of cheap generic ARVs for access to treatment, and 200,000 Thais are on free ARVs treatment presently.
Because of his fight against AIDS, Dr. Philippe had to struggle with social stigma, ongoing discrimination, ignorance, and nonchalance. His work has been documented on newspapers, films, TV reports and in magazines like "Paris Match".
Dr. Philippe emphasises that prevention is still so much needed and the best policy. Responsible condom use remains the best prophylactic measure. If a condom breaks, he recommends a Post-Exposure Prophylaxis, "nPEP" treatment, to be taken within 3 days, for a 4 weeks course of ARV treatment to minimize the risk of transmission of infection. Dr Philippe also strongly advises those who believe they may be at risk for HIV Infection to go for a blood check and Dr. consultation, as early ARV treatment is now recommended to prevent AIDS Disease and keep a normal life.
Due to the scarceness of funds, Dr. Philippe is stressed. But as long as there is a chance of saving one life, he'll continue, despite his tiredness. He desperately needs contributions to continue. Any amount is welcome. Please give generously !

Proper condom use prevents HIV-AIDS transmission risk
In case of a broken condom, Post-Exposure Prophylaxy with AntiRetroVirals given by a Doctor to go and see as soon as posible before 72 hours can prevent HIV transmission risk
Anybody in doubt of being infected with HIV or other Sexually Transmitted Disease should go and see a Doctor for HIV Blood check
If HIV positive blood test, and without any symptoms, early AntiRetroViral treatment, given daily is presently recommended world-wide so to avoid AIDS, keep a safe immune system and a normal life, being not contagious for others
If HIV positive blood test with AIDS symptoms, treatment of opportunistic infections, sometimes difficult, must be done before taking AntiRetroVirals daily to get back and keep a safe immune system and a normal life
In Thailand HIV-AIDS disease treatment is free in Universal Care national scheme
การใช้ถุงยางอนามัยที่มีมาตรฐานอย่างถูกต้อง จะช่วยป้องกันความเสี่ยงจากการติดเชื้อเอชไอวี

รวมทั้งควรรับการตรวจหาการติดเชื้อเอชไอวี หากพบว่ามีการติดเชื้อเอชไอวีแล้ว แต่ยังไม่มีอาการใดๆ การได้รับยาต้านไวรัสตั้งแต่ช่วงต้นก็เป็นสิ่งที่มีการแนะนำในปัจจุบัน
