Dr. Philippe Seur Dr. Philippe Seur is well known in Pattaya for his campaign against AIDS. He works as a volunteer physician, with the support of various concerned donors, businesses or private persons in the community, as “HEARTT 2000“ is only a No-Dr-fee, Non-profit association to help Thai and Non-Thai persons with HIV Infection – AIDS Disease in need in our community.

A student of Saint Cyr l'Ecole and Versailles in France, Dr. Seur served his internship in the hospitals of Paris, including the children's hospital and emergency service at the Necker University Hospital. Later, he worked in Saint Malo in Brittany, Annecy and Chamonix in the French Alps, where he was also a member of the mountain rescue team.

He then moved to Zambia, Africa, to serve the humanitarian medical volunteers, "Médecins du Monde", after having served in the French Navy.

From 1983 to 1995 Dr. Seur worked in Saudi Arabia for a construction company which employed more than 40,000 people, building conference centres and palaces for Saudi Arabian royalty. Working with a team of nurses, he treated 100 - 200 patients per day.

In Saudi Arabia Dr. Philippe learnt Thai from the many Thai workers among his patients. In 1998, living from his Saudi Arabian savings, Dr. Seur began his fight against AIDS in Thailand. Initially, there was no government assistance sufficient program or insurance for HIV patients, and Dr. Seur had to rely 100% on sponsors from his network of NGOs, hospitals, concerned doctors, patients, friends and admirers in France, Germany, Switzerland, Belgium, USA, and Australia for the Anti-Retro-Virals ( ARVs ) drugs necessary. Structure and work of HEARTT 2000 - NGO-like was set up with Thai Ass. Pr. Dr. Jureerat Bowonwatanuwong in Chonburi and a team of Thai patients with HIV Infection on treatment.

When the Pattaya gay community, businesses and private persons, Thais and Westerners, became aware of Dr. Seur's work, they started to contribute. The Pattaya Gay Festival later called Pattaya Pride, through its regular fund-raising parties, the contributions of so many people in the community, the leadership of Jim Lumsden, was the main sponsor and has donated Millions of Thai Bath to Dr Philippe Seur's HEARTT 2000 over the 13 past years till Jan. 2014 to pay ARV drugs only for the Patients.

Progressively till today fortunately, Thai Nationals have now access to free medical care with free ARVs in Universal Coverage (30 Bath scheme, "NHSO" in public hospitals) or in national private companies/employees insurance scheme ("SSO" in some designated private hospitals).

But all ARVs are not yet included and covered free in Essential Drugs national list, as not yet all screenings or related diseases to treat with HIV-AIDS, not yet early ARV treatment given widely, though is now announced for 2015 in Thailand. Nevertheless, Thailand is a leader in the region with the success of access to treatment with ARVs and with generics, many of them produced by Thai Government Pharmaceutical Organisation : nearly 300,000 Thais are on free ARV treatment presently.

If to buy, for Thai and non-Thai patients in Thailand, most of first-line ARVs are fortunately not expensive and generic in Thailand but still many and recent ARVs are not cheap and/or generic, this is why donations of money and ARVs from overseas are still needed presently to continue the marathon daily fight to help those in need in our community.

Beyond medical needs, patients with social needs are also helped here, also with “food bags“ donated monthly from Pattaya Expats Club

Because of his fight against AIDS, Dr. Philippe had to struggle with social stigma, ongoing discrimination, ignorance, and nonchalance. His work has been documented on newspapers, films, TV reports, Radio stations web reports or magazines like "Paris Match" in France or others in Europe.

Dr. Philippe emphasizes that prevention is still so much needed and the best policy. Responsible condom use remains the best (“primary“) prophylactic measure and also for all Sexually Transmitted Diseases. If a condom breaks, he recommends a Post-Exposure Prophylaxis, "nPEP" treatment, to be taken within 24 hours, the limit of 3 days, for a 4 weeks course of ARV treatment to prevent the risk of transmission of HIV infection. Dr Philippe also strongly advises those who believe they may be at risk for HIV Infection to go for a blood test and Dr. consultation, as early ARV treatment is recommended ( and given with HEARTT 2000 for years already to prevent AIDS Disease ), so to avoid AIDS, avoid being sick, keep a normal life and decrease so much significantly the risk of contagion to others ( the “ secondary “ prevention, as HTPN 052 study proved it ).

Proper CONDOM use prevents transmission of HIV and other Sexually Transmitted Infections

nPEP: morning after ARV-pills

In case of a broken condom, see a Doctor as soon as possible. Post-Exposure Prophylaxis with AntiRetroVirals (best within 24 hours and before 72 hours), can help prevent HIV transmission.

TEST: get tested, take control of your own health and for others around you

Anybody who experienced risk and in doubt of being infected with HIV or other Sexually Transmitted Disease should go and see a Doctor for HIV Blood test : the need to understand events timing and to confirm by other test in case positive. In case of HIV test negative, the need to repeat the test within 3 months ( window period ) if no new risk taken.

หากพบว่าติดเชื้อเอชไอวีแต่ยังไม่มีอาการใดๆการได้รับยาต้านไวรัสตั้งแต่ช่วงต้นก็เป็นสิ่งที่มีการแนะนำในปัจจุบัน ซึ่งจะช่วยให้ภูมิคุ้มกันเพิ่มขึ้นจนสามารถใช้ชีวิตได้อย่างปกติและช่วยลดความเสี่ยงอย่างมากในการแพร่เชื้อ HIV สู่คนอื่น และต้องกินยาต้านอย่างถูกต้องเท่านั้น


หากตรวจเลือดพบว่าติดเชื้อเอชไอวีและมีอาการของโรคเอดส์ควรตรวจหาโรคแทรกซ้อนเช่น วัณโรคที่ต้องรักษาบางครั้งยาก ก่อนเริ่มกินยาต้านไวรัส การรักษาด้วยยาต้านไวรัสอย่างต่อเนื่องจะทำให้ภูมิคุ้มกันในร่างกายสูงขึ้น และมีสุขภาพแข็งแรงสามารถใช้ชีวิตอย่างคนปกติได้


ในปัจจุบัน ผู้ติดเชื้อสามารถเข้าถึงการรักษาฟรีเกี่ยวกับโรคเอชไอวี เอดส์ได้ โดยไม่ต้องเสียค่าใช้จ่าย ภายใต้หลักประกันสุขภาพและหลักประกันสังคม

nPEP (Postexposition Prophylaxe): die Pille danach

Im Falle von ungeschuetztem Sex sollten Sie so bald wie moeglich einen Arzt aufsuchen, denn Nachbehandlungsmassnahmen innerhalb von 24 Stunden bis maximum 72 Stunden koennen eine Uebertragung von HIV dann noch verhindern.


Wer Risiken eingeht, und im Zweifel mit HIV oder anderen sexuelluebertragbaren Krankheiten infiziert ist, sollte zu einem Arzt gehen, um einen HIV Blut-Test machen zu lassen. Wichtig ist die Notwendigkeit des Ereigniszeitpunktes zu verstehen, und im Falle eines negativen HIV-Tests, diesen innerhalb von 3 Monaten ( Zeitfenster ) zu wiederholen, wenn kein neues Risiko eingegangen worden ist !


Wenn der HIV Bluttest als positiv bestaetigt wird und keine Symptome vorhanden sind, wird eine fruehe antiretrovirale ( Medikamente gegen HIV ) Behandlung angewandt , die weltweit empfohlen ist um AIDS zu vermeiden. Dadurch wird ein sicheres Immunsystem erhalten, und ein normales Leben, ohne Ansteckungsgefahr fuer andere, moeglich sein.


Bei HIV mit positivem Bluttest mit AIDS-Symptomen, muss die Behandlung von opportunistichen Infektionen, die manchmal schwierig ist, vor der Einnahme von antiretroviralen Medikamenten taeglich wiederholt werden, zur Sicherung des Immusystems und um ein normales Leben fuehren zu koennen und fuer Andere fast nicht ansteckend zu sein.


Behandlung fuer Thai Patienten mit ARVs in Thailand ist frei. Die meisten Antiretrovirals sind jetzt als preiswerte equivalente Produkte ( generica ) verfuegbar.

Un Traitement de Post-Exposition avec des medicaments AntiRétroRiraux ( ARV ) peut empêcher le risque de transmission du VIH, au mieux dans les 24 heures et avant 72 heures, après examen de tous les événements précédants et test VIH dans le sang si négatif

TEST: faites-vous tester pour proteger votre sante et celle des autres autour de vous

Quiconque a ete expose a des risques ou est dans le doute d'être infecté(e) par le VIH ou d'autres Infections Sexuellement Transmises doit aller voir un medecin pour faire une prise de sang VIH : le besoin de comprendre le calendrier des événements et de confirmer par un autre test si positif ; en cas de test négatif au VIH , la nécessité de repeter le test dans les 3 mois (période de latence) si aucun nouveau risque pris.

Traitement ARV précoce: pour prevenir la maladie et…

En cas de test VIH positif confirmé dans le sang, et sans aucun symptôme, le traitement AntiRétroViral precoce, qui doit etre pris quotidiennement et correctement, est actuellement recommandé dans le monde entier afin d' arreter la replication du virus et la progression vers le SIDA, de restorer le système immunitaire et de garder une vie normale. Le traitement ARV reduit aussi tres fortement le risque de contagion par voie sanguine ou sexuelle pour les autres, comme l’ a montre l’ etude HTPN 052 recente. Par ailleurs, le traitement ARV previent la transmission du VIH de la femme enceinte a son enfant.


Si le test sanguin est positif pour le VIH avec les symptômes du SIDA, le traitement des Infections Opportunistes, comme la Tuberculose, parfois difficile, doit être fait avant de commencer le traitement quotidien avec les AntiRétroViraux pour restorer et garder un système immunitaire competent afin de retrouver une vie normale.


En Thaïlande, le traitement de l’ infection VIH - maladie SIDA est gratuit pour les Thaïs dans les differents régimes de la Couverture Universelle des soins medicaux. La plupart des AntiRétroViraux ont maintenant une version générique a prix reduit en Thailande.
